Shop and Establishment Registration in Delhi


The working conditions of employees who work in shops, establishments, and other companies governed by Delhi State are governed by a State-specific Act. Within 30 days after opening, any shop or establishment must register with Delhi's Shop and Establishment Registration Office. A fine and penalty are assessed for failure to register. The governing body is the Delhi Labour Department.

Delhi Govt. also implemented the rules related to the Delhi Shops and Establishments Act,1954 called The Delhi Shops and Establishments Rules,1954.


You must take the following actions in Delhi in order to register a store:

  1. Obtain a trade license:- The first step to registering your shop in Delhi is to obtain a trade license. This license can be obtained from the local Municipal Corporation of Delhi (MCD) office. The trade license is mandatory for all businesses in Delhi and can be obtained by filling up an application form and paying the necessary fees.

  2. Register your business: - You will also need to register your business with the Registrar of Companies (ROC) in Delhi. This registration is mandatory if your business is a private limited company, limited liability partnership (LLP), or any other type of registered business. You can apply for registration online through the Ministry of Corporate Affairs (MCA) website.

  3. Obtain a GST registration:- If your shop's annual turnover exceeds Rs. 20 lakhs, you will need to obtain a Goods and Services Tax (GST) registration. This registration can be obtained online through the GST portal.

  4. Apply for a Shops and Establishment Act registration:- You will also need to apply for a Shops and Establishment Act registration. This registration is mandatory for all businesses operating in Delhi and can be obtained by filling up an application form and submitting it to the Delhi Labor Department.

  5. Obtain a Fire Safety Certificate:- To ensure the safety of your shop, you will need to obtain a Fire Safety Certificate from the Delhi Fire Services. This certificate can be obtained by submitting an application along with the necessary documents and paying the requisite fees.
